SquareX Supports Rwanda's Statistical System Modernization

EU-funded technical assistance project enhances NISR's capacity in research methodology, data engineering, natural capital accounting, and data visualization for evidence-based policy.
SquareX ApS, in partnership with NTU International, is providing technical assistance to the National Institute of Statistics of Rwanda (NISR) under the EU Framework Contract RSA 2023 – Lot 1.
The NISR Data Modernization Project supports the Government of Rwanda in strengthening its statistical system and improving data-driven decision-making, aligning with Rwanda's Vision 2050 and the National Strategy for Transformation (NST2).
Project Components
- Capacity Building in Research and Sampling: Advanced training on sampling techniques, qualitative and quantitative research, and mixed-methods approaches. Workshops cover data analysis, survey design, and statistical modelling using R, Python, and SPSS.
- Data Engineering and Mobile Phone Data: Building expertise in big data processing and mobile phone data analytics for tourism statistics and mobility patterns. Development of data pipelines and ETL processes for integrating alternative data sources.
- Natural Capital Accounting (NCA): Implementation of SEEA (System of Environmental-Economic Accounting) standards with training on ecosystem accounting, water accounts, and energy statistics integrated into national reporting.
- Data Communication and Visualization: Training on data storytelling and visual analytics with development of interactive dashboards using Tableau, Power BI, and R Shiny for improved data accessibility.
Impact
The project strengthens NISR's capacity in modern statistical production, enhances use of innovative data sources, institutionalizes environmental-economic accounting, and improves data visualization for evidence-based policymaking.
This initiative represents a significant advancement in Rwanda's statistical capabilities, enabling the country to leverage modern data science techniques and international best practices for sustainable development.
